Participated in a complete random sample inspection of the Kerr Coal Co. , <br />Marr Strip Mine on 3/31 and 4/1/93. Inspection participants included Henry <br />Austin and Stephen Rathbun of the Office of Surface Mining Reclamation and <br />Enforcement (OSM 1, Albuquerque Field Office I AFO 1; and Randy Price and <br />David Berry of the Colorado Department of Natural Resources, Division of <br />Minerals and Geology 1 DMG 1. We identified ourselves to George Patterson at <br />the mine office who assisted us in our records review and we were <br />unaccompanied during our field inspection. Weather conditions ranged from <br />windy and snowing to sunny and clear. Ground conditions ranged from several <br />inches of snow cover which restricted observations to completely saturated <br />soils resulting in snow melt runoff. <br />We began the inspection on 3/31 by conducting a records review at the <br />minesite office. Records reviewed included :12/22/92 Colorado Air Emissions <br />Permit Application which indicates reclamation activity only occurring at the <br />mine ;Current liability insurance document effective 10-1-92 through 10-1-93 ; <br />Proposed Decision for Permit Renewal signed 12/10/92 ;Permit Renewal <br />Decision and Findings of Compliance document containing the status of current <br />stipulations No. 20, 13 and 16. Stip. 20 commits the permittee to working with <br />DMG toward establishing the current reclamation liability amount. AFO will <br />request the OSM/Western Services Center (WSC) also conduct an independent <br />analysis of current reclamation liability relative to the most recent aerial <br />photography volumetrics data and the approved backfilling and grading plan. <br />
