A diverse, permanent cover has been
established and is sufficient to control erosion. Dominant species are western wheatgrass,
cicer milkvetch and blue grams grass with a number of other grass and forb species.
Scattered rabbitbrush shrubs were observed. Field bindweed is evident across the site.
however it is no more than in the surrounding undisturbed areas Species present on
reseeded areas were noted as consistent with those species as reported in the vegetation
sampling conducted in 2004 and 2005. Bare areas were not observed and the site in general
has enjoyed excellent growing conditions over the past two years. Soil amendment efforts,
in concert with drainage control work on the refuse highwall slope, have resulted in an
improved stand of warm and cool season grasses and fortis capable of controlling excessive
rills and gullies. The ability of the reclaimed area to meet the post-mining land use of
rangeland has been demonstrated through the grazing of cattle over at least the last three or
four years of the revegetation liability period. The gently-sloping. open grasslands of the
reclaimed area compliment the surrounding areas steep slopes of pinion-juniper.
Recent disturbances associated with ditch reclamation have not been reseeded at this time.
These areas will require reseeding and mulching prior to final approval of this bond release.
The inspection concluded at about 2:30 PM As required. routine inspection will continue on
a monthly basis until the bond release process is final (30 days following publication of the
Division's proposed decision). Future inspection will document completion of any work
remaining as noted in this report.
