~~ <br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On February 27, 1992 a partial inspection was conducted at the Kerr Coal Co. <br />Marr Strip Mine. A general tour was taken of the accessible areas of the mine. <br />The weather was clear and warm, but it had snowed 4 to 8 inches of snow this <br />week and this was quickly melting. Roads were muddy from snow melt and from <br />the freeze thaw action. A grader was actively grading the roads during the <br />inspection. <br />Ponds C, D and F were inspected from a distance; these ponds were snow <br />covered frozen and the ponds did not appear to contain water. <br />The mine was actively backfilling and grading the 720 pit. Two dozers were <br />working the north side of the overburden pile and filling in the north end of the <br />pit. <br />The mine was actively removing coal from the No. 1 pit. Four trucks were hauling <br />coal from the pit. This mine ships this coal to a Syntex cement plant in Wyoming <br />This pit is almost completely mined out. The mine representative was not sure if <br />mining would continue across Bush draw because of the high cost of overburden <br />removal and handling across the draw and county road. <br />Installation replacement wells were discussed with the mine representative. The <br />Annual Hydrologic Report (AHR) review conducted by Kent Gorham identified some <br />problems with some monitoring wells in the alluvium that have silted in. <br />
