III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Sandy Brown from DMG. <br />The ground was dry and the sky was clear. No one was at the mine site. The gate was <br />locked so I walked to the facilities area. <br />All remaining petroleum contaminated soil (pcs) has been removed. The area that was <br />under investigation for the pcs has been graded to blend in with the surrounding terrain. In a <br />follow-up call to George Patterson on April 16, Mr. Patterson said he would be providing <br />DMG with a final report of the pcs testing, excavating and disposal methods. <br />EFCI has submitted a minor revision (MR- 48) requesting that the coal lab building be <br />relocated to an area just north of the truck tunnel. The building will be considered a utility <br />building to store maintenance supplies for the remaining equipment and to store necessary <br />water monitoring supplies. Several barrels and other materials were stored outside the <br />building in its current location. In our phone conversation, Mr. Patterson said some of the <br />barrels were empty and would be disposed of properly along with other materials that are no <br />longer needed. He said some barrels of grease and oil, and other necessary maintenance <br />materials will be relocated and properly stored in the new location. <br />A small pile of topsoil remains adjacent to the parking area for the utility building in its current <br />location. If the landowners (Ventos) request that the parking area be reclaimed, EFCf will <br />use the topsoil to cover the parking area. <br />There was very little water in Pond 5. The trash rack is installed. <br />Little or no erosion was observed on the regarded/topsoiled areas. The site is in good <br />condition. <br />
