• (Page 21 • <br />MINE ID # OR PROSPECTING ID # M-77-568 <br />INSPECTION DATE 10/12/99 INSPECT'OR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 112 Construction Materials permits. The operator <br />was contacted about the inspection and was present throughout the inspection. <br />The permit ID sign was posted at the entrance to the site, and the permit boundary was adequately marked by fenceline <br />on the northeast, and fenceposts on the southeast, southwest and northwest corners. Though the boundaries and/or <br />corners are considered adequately marked (while the mining is only in Phase 11, the operator should r~nsure that the actual <br />boundary is clearly and fully delineated on the ground as the pit grows. This is because the fencelines are well beyond the <br />boundary on the east, south west and northwest. Offsite damage is a possible violation, and can be easily prevented here. <br />The permit was converted to an 80-acre 112 permit in 1995-96, with a phased mining plan. The operation is still in phase <br />one. Mining is ongoing in the northeast part of the permit area, with processing and stockpiling occurring in the pit and <br />to the west of the pit. The crusher has been moved out of the pit and to another site. Onsite equipment included an <br />asphalt plant (currently inactive) and "sand drying plant" (for preparing winter road aggregate). Both are set up on the <br />processing pad west of the pit. This stationary equipment is propane powered. The wheeled and tracked equipment is <br />diesel, and a fuel tank is set up there with the proper secondary containment. The site exhibits no oil- or fuel-stained soil, <br />no dilapidated equipment or parts, no trash and no noxious weeds. <br />The topsoil is stockpiled along the top of the north and south pit margins. It appears to be of sufficient quantity to perform <br />the approved reclamation. At this time, there has been no reclamation, though disturbance is being carefully limited as <br />mining needs grow. Topsoil is stripped prior to mining. The pit highwalls are currently vertical, about 15 to 20 feet high. <br />The site is being operated in an orderly manner. <br />There is a significant stockpile of natural and crusher fines being kept in the northern part of the pit floor, which will <br />eventually be used for backfilling against the pit walls to attain the approved gradient for reclamati~~n. <br />There were no other items noted, and no problems at this site.
