III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by DRMS staff from the <br />Durango Office, 701 Camino del Rio, Room 125, Durango, CO 81301, phone (970) 247-5469. No <br />mining or reclamation activities were observed; no individuals were contacted during the inspection. <br />Four photos accompany this report. <br />The entrance gate was closed but not locked. Mine identification sign and permit boundary markers <br />were posted. Vegetative cover is improving rapidly for reclaimed areas. <br />In the report generated from the October 25, 2006 inspection, the Division recorded erosion to the <br />east road side drainage ditch for the entrance road, where road drainage is conveyed to the Carbon <br />Junction diversion. As shown in one of the photos, the Operator has installed rock lining in the steep <br />portion of the ditch to control the erosion. <br />The inlet to the Carbon Junction diversion is closed by backfill. Therefore, affected area drainage <br />from the North Pit area reports to one of the two sediment ponds for treatment prior to leaving the site. <br />Culverts appeared clear with the exception of the double 18-inch culverts located immediately north of <br />Topsoil Stockpile 7. This set of double culverts conveys affected area drainage from reclaimed areas <br />with establishing vegetative cover. Due to the establishing vegetative cover for all affected lands, <br />reduced sediment loads are anticipated. However, sediment clean out of the referenced set of <br />culverts is recommended to ensure continued function in accordance with their design. <br />Both of the sediment ponds were dry <br />
