<br />III. COMMENTS -COMPLIANCE SD Uf~i BP(Lr C'P~ ~ ys <br />(~SYa ~yv,~dn `~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me. The mine was actively producing and hauling coal and <br />hauling refuse. The weather was cold and cloudy and the ground was dry. <br />AVAILABILITY of RECORDS: All records were available in the mine office and were contained in <br />two volumes. Please see the DMG Availability of Records form at the end of this report for <br />more details. <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign and topsoil stockpile signs). <br />ROADS: The mine entrance road was well maintained and in good condition. The haul road <br />to the refuse pile was also well maintained and in good condition. The light use road to the <br />South Fan has some ruts towards the upper end but overall was in good condition. The road <br />from Pond 1 to Pond 2 and through the bone-yard was also in good condition. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water at a level just below the discharge pipe. The pond is well <br />vegetated and in good condition. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Both of these ponds contained <br />water and were in good condition. The water level in Pond 3 is below the high water mark (it <br />was noted in the last quarterly pond inspection that is was above this mark). <br />- Pond 4 contained a small amount of water at the inlet. It is well vegetated and in good <br />condition. The dirt/coal refuse that had been piled by the inlet has been removed and <br />hauled to the refuse pile. The area where the cleanings was stored needs to be reseeded. <br />- Pond 5 contained water at a level yz the way up the discharge pipe. This pond was well <br />vegetated and in good condition. There are a large number of cattails in this pond and it <br />may effect the pond's capacity. These cattails may need to be removed. <br />-The ditches along the mine entrance road and the haul road to the refuse pile all appeared <br />well vegetated and in good condition. The 100-year ditch around the refuse pile has been <br />reestablished and is in good condition. <br />-All of the culverts were clear and appeared to be functioning properly. <br />- The SAE's at the South Fan and explosives bunker are both in good condition. <br />- Both ponds at the loadout were dry and in good condition. <br />PROCESSING WASTE: <br />-The final liff on the "old" portion of the pile appears to be complete. EFCI is doing work to tie <br />the new portion of the pile into the old portion. <br />-There did not appear to be any water pooling on the active areas of the refuse pile. <br />- About a 1-acre strip at the East Side of the active refuse pile has been covered. This area <br />needs to be seeded and mulched. <br />
