III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II-W Mine conducted on August 20, 2002 by Mike <br />Boulay of the DMG. Robert Shevling of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were cloudy and cool. Ground conditions were dry throughout <br />the majority of the site. Coal was being hauled from the mine at the time of the inspection. The <br />dragline was not operating and appeazed to be down for repairs in the II-W South Area. <br />Roads <br />As noted in the last inspection report (issued 07/23/02) spoil material is pushed across the 006 <br />Gulch. SCC has not yet submitted a technical revision to address the design and construction of <br />an alternate access road to the Meridian oil well located east of the B Pit pre-settling basin. The <br />spoil material has been used to form an embankment and a temporary access road to the <br />producing oil well. Please submit a technical revision to address the removal of the embanlaxrent <br />and to provide a design for an alternate access road to the oil well. Please ensure that the <br />proposed access road meets the design criteria as specified in Rule 4.03.2. <br />Hvdrologic Balance <br />Site Sedimentation Ponds 005, 006, and 016 were inspected. Ponds 006, and 016 were neazly <br />full, but were not discharging. Pond 005 was retaining a small amount of water. Pond <br />embankments and dischazge structures at all of these pond locations were in good condition and <br />no problems were noted. As noted in the last inspection report (issued 07/23/02) the inlet to <br />Pond 016 needs to be repaired. A gully has formed at the inlet to Pond 016. Please repair the <br />erosion that has occurred and place additional rock riprap at the inlet to provide sufficient <br />armoring. <br />To soil <br />SCC has completed work in a small azea located on the northeastern side of the former B Pit. <br />Sufficient topsoil depth was not initially redistributed at this location. The area was inspected <br />and an adequate amount of topsoil was placed at this location. SCC has indicated that <br />transplanting shrub clumps might be considered for this location. This aze should be reseeded <br />this fall. <br />
