Savage , ~4VA4i:" <br />DATE: January 28, 1982 <br />RE: Annual Inspection Summary 1981 <br />Walden Coal Company - Bourg Strip. <br />A number of concerns were noted at the Bourg mine during the course of 1981. <br />The majority of those concerns were minor and were resolved without problem. <br />Several more serious concerns centered around a portion of the sediment <br />control system at the mine (Pond C), and unauthorized operations at the <br />proposed Northgate loadout facility. <br />The questions concerning Pond C revolve around the adequacy of the pond in <br />meeting the performance standards for sediment ponds. Rich Domingue has <br />determined the options which Walden Coal may pursue in bringing Pond C into <br />compliance. This problem is being dealt with in conjunction with permit <br />review. Rectification of the problem is anticipated by spring 1982. <br />Problems at the proposed loadout arose from operations undertaken at the <br />loadout, when the Division was under the impression that this area was not <br />to be disturbed. Three notices of violation were issued for unpermitted <br />operations (NOV 81-14),failure to construct a sediment control system <br />(NOV 81-15),and failure to protect stockpiled topsoil (NOV 81-16). Mined <br />Land Reclamation Board action vacated the topsoil and unpermitted operation <br />violations and upheld the sediment control violation. Equipment disturbance <br />of a marshy area at the site has been repaired as of January 1982. No <br />further on the ground disturbance has occurred and the operator is seeking <br />to have an alternate sediment control system approved. <br />ys <br />
