• (Page 21 • <br />MINE ID rY OR PROSPECTING ID p M-77-205 <br />INSPECTION DATE 11-13-98 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a partial inspection of the Tri-County Gravel Pit conducted as part of the division's routine monitoring program, <br />and tc survey the current site conditions in preparation for updating the reclamation cost estimate. <br />Excavation at the site is occurring at the upstream permit boundary. Depth of excavation ranges from 2 feet to 10 feet <br />in depth. The diversion dike is in place, keeping the river against the north riverbank. There is an area of off-site <br />disturbance just outside the upstream permit boundary, on the south riverbank. The operator indicated that this was not <br />associated with the mine operation, but was an area where the high water of 1993 began eroding the riverbank. The <br />operator installed some concrete barricades to stop the erosion, and the dozer tracks were from pushing some material back <br />up against the south bank. The operator is cautioned to notify the Division prior to conducting any off-site work, near the <br />mine site, that may be misinterpreted as mining. This should prevent miscommunication that could lead to enforcement <br />actions. <br />The facilities area of the site does have a noxious weed problem, with Russian knapweed and whitetop scattered about. <br />The operator indicated that he has been applying herbicides and will continue to do so. <br />The operator has stockpiled waste concrete on the west side of the facilities area. The operator indicated that the material <br />is used for riprap jobs. Concrete left over at the end of mining is slated for use as backfill for the slope on the west side <br />of the facilities area. That backfill will be covered with fines from the screening operation and revegetated. <br />The reclamation cost estimate for this site will be recalculated, using updated costs and current site conditions, to ensure <br />that the current financial warranty is adequate. The recalculated cost estimate will be forthcoming. <br />The operator indicated that gravel recharge this year was not enough to refill the pit, due to low spring flow volumes <br />I & E Contact Address <br />NAME Richard E.
