Colowyo C-1981-019 <br />Pg 3/3 26 July 2005 ~~ <br />Topsoil (cont.): then percolating through and saturating the topsoil, finally coming out <br />of the West Pit highwall. The topsoil is being placed in an existing pile. The pile needs <br />to either have a berm or ditch around it to protect the topsoil. <br />-The slope on the west side of the drainage is all rock and will be a location that will <br />be noted as a variance from topsoil removal, as there is no topsoil on the slope. <br />-The topsoil stockpiles north of the Section 16 Pit are well vegetated. There are no <br />signs on these piles. Signs need to be put up ASAP. <br />-The operator was also stripping topsoil from the edge of the East Pit reclamation. <br />Too much topsoil replaced (in an area where final regrading has not been finished). <br />The operator was moving the soil to the northeast side of the reclamation, where <br />there was no topsoil. <br />Excess Spoil: -The Streeter Fill appeared to be stable at the time of the inspection. <br />There was no cracking, slumping or sliding observed. The area was well vegetated. <br />- The West Pit spoil pile was also stable at the time of the inspection. The operator is <br />no longer placing spoil in this pile. Based on the current post-mining topography, the <br />upper 75 feet of the pile needs to be removed and placed in the West Pit. <br />- Lower Wilson Meeting/Field Inspection: The morning of 26 July 2005 was dedicated <br />to meeting with the operator and consultants responsible for the work on the <br />proposed Lower Wilson expansion area. The discussion was centered around what <br />the operator was doing in regards to baseline data collection and the permitting <br />process. The afternoon was the field inspection. On the field inspection we visited <br />the praposed pit area and highwall mining area, the location of the topsoil stockpile <br />and the location of the pond (or ponds, if two are required). There is also an area <br />where a proposed excess spoil stockpile will be located. The topsoil in the area <br />appears to range from approximately 1 foot to more than 15 feet. The operator is <br />planning on submitting a Permit Revision for this area in the fall of 2005. <br />
