MINESITE INSPECTION NARRATIVE <br />MARCH 30, 1994 <br />Flatiron Co <br />Box 229 <br />Boulder, Colorado 80306 <br />Bourg Strip <br />Personnel Present during the Inspection: <br />Randy Division of Geology and Minerals <br />Gary Fritz Albuquerque Field Office\Office of Surface Mining <br />#244 ` <br />1 <br />Weather and Ground Conditions During the Inspection: <br />Warm and clear with snow cover in patches across the mine and <br />loadout facility <br />,,~~~ENERAL COMMENTS <br />This was a complete oversight inspection. The State was notified <br />regarding my intent to inspect and was able to send someone with me <br />to conduct a joint inspection. <br />The mine has been reclaimed as of 1988. The area was graded, <br />resoiled and planted with cover in phases beginning as -early as------- <br />1984 and was completed in 1988. There are no sediment ponds on the <br />reclaimed mine. Drainage control was devised through sedcad and <br />built to contain storm runoff from a design storm event. I have <br />not been able to view the area in any detail during the last two <br />oversight inspections because of snow cover. Patches of area were <br />open, but it was not clear as to how the drainage control system was <br />ope~atinq. There was still snow cover on some of the areas but <br />more of .it was exposed~~his time than,had been in the past. There <br />y~a~', no~~sign of runoff occurring during this inspection. <br />Apparently there is some because the State has permitted the <br />pperator..~.o leave a drainage structure~.;,a gully per permit approval <br />July 26,, 190,, that is;l~,ocated near tk}~ southern perimeter of the <br />digtuL~ed~,area. The arroyo is forming parallel with a line that <br />was once one of the main interior haul roads that was on the mine <br />prior to reclamation. The drainagQ„isl;near the old road bed. The <br />question was asked about permit limitation requirements for <br />maintenance .on the arroyo. The commept was made that maintenance <br />will be re~uied if depzmed necessary ~p,+.the Division staff. A <br />numbe~,uo~.rock check d~tn$ were noted in the arroyo. <br />- ~.:- - <br />Another question raised, during the inspection was raised about the <br />need to cgrtify the drainage control.ilsystem on an annual basis. <br />the rep,ly,,;was that tf~e requiremen't,~,f~or certification is not <br />included. in, the regulations at this:~time.
