III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments,nclude discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection o} the King Coal Mine for the month o1 September, 2003. The site is <br />operating at its normal rate. <br />RECORDS: Records were inspected and lound to be rn satisfactory condition. See page 5 of this report <br />for further details. <br />HYDROLOGIC BALANCE: Tlie West pond had about 2' of water in it and the East pond about 3'. <br />Nether pond was discnarg~nq. All culverts and ditches were inspected and found to be clear and able to <br />h,nctinn as designed. The site experienced a 4" in 24 hour rainstorm on September 9`" and all ditches and <br />culverts appeared to have functioned properly. <br />GENERAL MINE COMPLIANCE: The site is producing coal at a near maximum rate and all <br />environmental issues are bemg complied with. No problems were noted at the time of this inspection, <br />however, uue to the high production rate and problems with the trucking contractors, addition storage <br />necessitated stock piling some coal onto portions of the reclaimed waste pile. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is being diverted <br />off the top. The pile is being extended and at the time of this inspection, the underdrain was being <br />extended from the old termination point to the tense line. <br />
