III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Raton Creek Mine for the month of September, 1996. The <br />site has been reclaimed and mining operations have permantly ceased. <br />It does not appear that any maintenance work that was recommended in last months inspection <br />has been accomplished. Rills and gullies continue to develop throughout the site due to the <br />thunderstorms and lack of sufficient vegetation to prevent erosion. The worst Billies are forming <br />on the west facing slope of the reclaimed portals. Had a natural drainage been reestablished <br />here, this would probably not be a problem. <br />Ditches and culverts appear to be clear and capable of functioning as designed. The pond had <br />about four feet of water in it but was not discharging. <br />The site continues to require constant monitoring and repair to prevent serious degredation and <br />costly site rehabilitation. <br />
