III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />The purpose of this aerial inspection was to determine the activity of Spring SE-2 during the winter. <br />HYDROLOGIC BALANCE <br />The azea was covered by snow. Harry Ranney, an Environmental Protection Specialist of the Division, <br />took photographs of Spring SE-2. Byron Walker reviewed the photographs. Spring SE-2, as shown on <br />Exhibit 1, Spring & Seep Locations, of the 2004 Annual Hydrological Report, appeazed to be <br />discharging (lack of snow and ice cover).
