III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the North Thompson Creek Mine conducted by Erica Crosby <br />of DMG. No company representative was present during the inspection. The North Thompson <br />Creek Mine is in reclamation only status. Weather conditions on site were clear and warm. <br />Ground conditions were damp. It briefly rained prior to the inspection. <br />Records Mine records were inspected at the Garfield County Courthouse. See attached records <br />report for further detail. The following items need to be filed at the courthouse; <br />" 3rd quarter reports <br />DMG inspection reports dated after 7/18/97 <br />Signs & Markers The permit ID and the DMG signs were noted and all information appeared <br />accurate. <br />Roads The gate at the mine entrance was locked to prevent public access. The road leading <br />into the North Thompson Creek Mine was wet from the recent rain shower. The road had some <br />minor rills around the curved area, but was generally in good repair. These rills should be <br />repaired. <br />Hvdrol gic Balance Mine water was entering the Long Pond from Mine #1 and Mine #3 at a <br />steady flow. The combine flow was roughly 30 to 40 gpm. Cattails and algae are well <br />established in all of the treatment ponds. Ponds T-1 and T-2 contained water and the discharge <br />from T-2 into North Thompson Creek was clear. The sediment pond contained water and no <br />discharge was noted. The ditch leading to the sediment pond contained some standing water, <br />but appeared to be diverting the water into the pond. All pond spillways were in good repair, <br />and no problems were noted. The refuse pile sediment pond was dry and no recent discharge <br />was noted. All pond embankments were well vegetated and stable. The remaining ditches on <br />site were in good repair. <br />Backfilling & Grading The backfilled & graded areas are well vegetated, and no erosion <br />features were noted on the backfilled slopes. The portal door remains locked, and tampering of <br />the locks and hinges was not detected. The fan portal water level was low during the time of <br />the inspection. The iron grate around the fan is bolted to the outside, and appears secure. <br />Some of the hay bales around the portals are missing or are in need of repair. This should be <br />repaired by the operator prior to the onset of winter. <br />Reveq tation Vegetation is well established on site, and little erosion is noted. <br />
