III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection, conducted by Joe Dudash of the Colorado DMG. No one <br />represented the operator during the inspection. <br />Hvdroloey <br />The culverts and ditches along the haul road which leads to the east pond had sufficient <br />capacity. The operator still needs to perform maintenance at the outlet of the culvert at <br />the office pazking lot entrance and at the inlet to the middle culvert at the railroad SAE. <br />So far, these two culverts still have sufficient capacity. New straw bales have been <br />installed around the down drain at the east side railroad SAE. The other straw bales and <br />silt fence at the railroad SAE are in place. <br />There was ice and snow melt in the east pond, to a level 3 feet below the primary <br />discharge tube. The west pond was dry. Pond embattkntents were stable. There were no <br />signs of erosional gullies on the pond inslopes and outslopes. The east pond embankment <br />was well vegetated. The west pond had sparse vegetation. Spillways were functional. The <br />gated valve on the east pond primary discharge structure was closed. <br />Roads <br />The haul road was in excellent condition. Guardrail was installed. The east entrance road <br />was in good condition and the east gate was open. The railroad SAE access road was <br />passable. <br />- -Tensed-- --- - - - -- <br />There were no signs of erosional gullying on the east and west topsoil stockpiles. The <br />collection and diversion ditches were functional. Vegetation cover was sparse to <br />moderate. Topsoil signs were up. <br />Facilities <br />There were no leaks at the fuel facility. The containment berm was intact. No haul trucks <br />unloaded and no railcars were loaded during the inspection. There were no signs of <br />offsite fugitive dust. <br />c:/word/terror/insp 1202 <br />
