<br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations rnade during tfre inspection. Conments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />Cathy Begej inspected the Southfield Mine on Friday, February 26, 1993. During <br />the inspection, the mine facilities area and the refuse pile were examined. There <br />was water in all mine area ponds but none were discharging. <br />Considerable maintenance had occurred since the last inspection. Temporary seeding <br />had occurred in the area adjacent to the Pond 1/coal stockpile light use road and <br />areas south and west of the refuse pile expansion. Mulch had been applied to the <br />seeding done on the county road fill west of the shop. The culvert sump cleanings <br />from Culvert 44 (west of Pond 5) had been dispatched to the refuse area. The <br />operator had initiated gully repair on the outslope of the Pond 5 embankment from <br />damage sustained from the county road. All culverts and ditches appeared to be <br />open and operative. <br />Refuse production has resulted in the placement of processing waste almost up to <br />grade in the southeast corner of the 1992 footprint extension. The current ramp onto <br />the pile is on the southwest corner. The ditch running around the east side of the <br />pile has been extended and awaits certification. Maintenance on the north ditch of <br />the pile resulted in considerable freeboard. The operator is planning to place <br />approximately two feet of subsoil on the southeast corner of the previous footprint <br />of the pile where the two ramps climbed to the top of the pile. This will be seeded <br />with a temporary seed mix. The engineering office had planned to install straw <br />bales in some small gullies on the east end of the pile the day of the inspection, <br />but was kept otherwise occupied. When asked about rockfall within the entries <br />beneath the pile, they indicated that there had been none. <br />The operator was planning to clean Ponds 1, 4 and 5 in the next few months. Work <br />had commenced on rip-rapping the inlets of Pond 4. The inspector recommended that <br />the north-facing slope of Pond 2 be re-seeded with a temporary seed mix to improve <br />stability. <br />There was approximately 1/4 inch of waste oil within the grouted block containment <br />area south of the shop. This did not pose a threat of any kind, but the operator <br />was asked to look into the source of the material. <br />
