(Page 2j <br />MINE ID ~ OR PROSPECTING ID {t M-SO-228 <br />INSPECTION DATE 4/20/99 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112 permits. A problem <br />was noted during the 12!10/98 inspection, which was to be corrected. This inspection was to verify that the problems <br />were adequately corrected. The operator was contacted about the inspection several days prior to the inspection, and <br />stated to this inspector that it would be permissible to inspect the site at any time. A definite date was therefore not <br />arranged. The operator's representative named on page one was present throughout the inspection. <br />The site is identified by a permit ID sign posted on a wooden shack near the scale along the entrance road. The sign <br />contains all the required information, but the future of the shack is in doubt. The shack appears to be rather dilapidated <br />or unstable, and if it is removed, the sign will need to be replaced in another location. At this time there is no problem. <br />The primary road into the pit and plant area is in good condition, but the secondary road is now impassable. Piled material <br />and a runoff containment pond now occupy the road's farmer location. This is not a problem, but the operator should <br />ensure that both the pond and stockpile are stable and will not contribute to offsite damage from failure or sloughing. <br />The north end of the permit area has received a significant amount of reclamation during the last few months. The <br />highwalls have been reduced to the specified gradient of 3:1, and the bermed topsoil has been replaced on those slopes. <br />There are no more topsoil piles around the north end of the pit. The pit floor has been cleaned up and levelled. Except <br />for a small concrete wash sump and a small pile of topsoil, the pit floor is clean. The operator stated that the small pond <br />will be filled soon, and another area will be prepared for a permanent wash location, then the pit floor will be ready to be <br />a permanent product stockpile area. The new slopes show no sign of thistles yet, and that must be monitored during the <br />reclamation period. The operator stated that this fall the slopes will be seeded for final reclamation. The operator is <br />commended for the good job of reclamation in the north end of the pit. <br />Regarding the features noted as a problem at the last inspection, the leaky drums and buckets of oil, plus the other debris, <br />in the pit have been removed, and all traces of contaminated soil are gone. The elevated fuel and oil tanks are in a more <br />stable location, and an adequate containment berm has been built around them. The Division considers that the pre-existing <br />problem has been corrected. <br />The south end of the permit area receives the collected runoff from the plant area. There is a continuous earth berm around <br />the edge of the pad, and a sump created at the edge of the bermed area. There is no discharge, but the pond shows signs <br />of percolation or evaporation of the water. The higher portions of the berm may be removed soon, to be used as growth <br />medium on parts of the permit which may be reclaimed soon. Parts of the berm may be removed without compromising <br />the containment of runoff waters, since the outslopes are stable, and the active pad surface slopes inward toward the <br />catchment basin. <br />There are still several drums of waste oil on the site, but they are next to the plant building in a bermed location. The oil <br />is used as fuel for the onsite furnace. Likewise there are some other bulk containers with liquid concrete admixture on the <br />site. The storage locations are not likely to be in the way of site traffic, and they are bermed to provide secondary <br />containment. The operator stated that when the plant becomes fully operational, permanent storage locations for all fuels, <br />fluids and wastes will be built, some with concrete stem walls. <br />There were no problems noted during this inspection. Due to the significant amount of earthwork recently performed, the <br />operator may wish to request a bond reduction. If so, the steps described in Rule 4.16 should be followed.
