III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Hvdrology <br />The operator has seeded the outslope of the west dugout pond and covered it in erosion control <br />matting. New riprap was also placed on the pond outslope. The west pond was dry. The east pond had <br />a little water in it. The gated primary tube valve was in the closed position. The pond embankment was <br />well vegetated and appeared to be stable, as were the pond inslopes. <br />The operator has installed new silt fence and straw bales at the railroad small area exemption. The <br />owner of the irrigation ditch that runs down the west side of the property instal]ed a new section of half <br />round pipe for the water to enter the railroad culvert properly. <br />Culverts and ditches around the loadout were recently maintained <br />Roads <br />The paned entrance road and the east side graveled road were in good condition. The light use road <br />was a little muddy but was passable. <br />Topsoil Stockpiles <br />There was moderate to good vegetative cover on both the east side and west side topsoil stockpiles. <br />Collection and diversion ditches were well vegetated and had sufficient capacity: Signs were up. <br />Facilities <br />There were no problems with the office and shop buildings. No leaks were observed at the fuel facility. <br />There were no problems with fugitive dust, although no haul trucks were unloading and no rail cars <br />were being loaded during the inspection. <br />c:/word/terror/insp0805 <br /> <br />
