• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-84-155 <br />INSPECTION DATE 04/20/94 INSPECTOR'S INITIALS RCO <br />This inspection was conducted by the Division ae part of its ongoing monitoring (of limited <br />impact 110 permits). The operator was contacted about the inspection, but was not present <br />for the inspection. <br />The Bite is marked by an appropriate sign, but there are no markers, either at the limits of <br />the permitted area or at the limits of the (unpermitted) disturbed area. <br />This ie a site currently operated by Dolores County. It is permitted ae a 110 permit, <br />approved originally to be 9.63 acres in size. There is a problem in that records show <br />several different configurations and sizes for this site. One annual report shows this site <br />as very different and somewhat larger from the area ae approved. Division correspondence <br />from 1985 asked operator if this site was to be converted to a 112 permit. There was no <br />answer and this was not followed up. Operator ie not following the mining plan. <br />The activities include stripping back topsoil, some overburden, and exposing the sandstone <br />underlying it. Sandstone is ripped, crushed and stockpiled for use on county roads. There <br />are several portions of the site that have been regraded. There are some small areas which <br />appear to have been seeded, but principal vegetation ie annual weeds. Equipment on site <br />includes a dozer/ripper, wheel loader, generator truck and crusher. There are several <br />stockpiles of product, some small ones possibly of topsoil, and a couple of piles of woody <br />debris and large rocks. <br />The site is located adjacent to the intersection of County Roads L and 6. Dimensions of the <br />disturbed area, approximating a square shape, were measured by vehicle odometer. The <br />disturbed area now greatly exceeds the 9.63 acres, and measures approximately 40 acres in <br />size. This was later confirmed by the operator, indicating the areas of mining on a map. <br />There is an underground gas pipeline passing across this 40-acre disturbed area, stretching <br />from the NE corner to the SW. Its depth is not known, but it is adequately marked along its <br />entire length through the site, and mining operations have clearly avoided it. It is not <br />shown on the original application map, though it was there at that time, according to the <br />operator. It does show up, however, as a feature on a later map submitted in an annual <br />report. <br />The morning after the inspection, this inspector met the operator representative named below, <br />and another representative, Ron Galyean, who had past responsibility for this pit, at the <br />county shop in Dove Creek. <br />The person in charge of the county's operations is fairly new to reclamation permits and <br />their provisions and compliance requirements. The problems and possible violations observed <br />at the Bite were explained to the operator, who understood each of the items discussed. The <br />operator also expressed a wish to continue mining at this site, expanding by another 40 acres <br />to the west. The need for converting this permit from a 110 to a 112 was discussed, and <br />operator expressed interest in beginning the conversion immediately. <br />Because of the presence and extent of the offsite damage, or unpermitted operations, this <br />matter will be treated as a possible violation, and brought to the Mined Land Reclamation <br />Board. <br />I & E Contact Addreee <br />NAME Tim Huskev <br />OPERATOR Dolores County <br />STREET P.
