.~ ~ (Page 2) • <br />M~iNE ID # OR PROSPECTING ~ID # M-83-084 <br />INSPECTION DATE July 29, 1997 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made to evaluate the progress made in marking the affected land <br />boundaries as requested in the previous inspection on June 11, 1997 and to help familiarize <br />the operator with the requirements of the existing mining and reclamation plan. Snowstorm <br />Sand S Gravel, LLC became the successor operator of the Snowstorm Placer on June 19, 1997. <br />2. All affected land boundaries had been marked, with the exception of the large tailings <br />impoundment. The operator agreed to have the boundaries of the tailings impoundment marked <br />by July 31, 1997 as previously requested. A significant portion of the affected land <br />boundaries were walked by this inspector and Ernie Black, consultant to the operator. <br />3. The subject of the mining plan was discussed. Mr. Free indicated that he felt the <br />Exhibit C - Pre-Mining/Mining Plan Amendment Map submitted to the Division on June 25, 1996 <br />was reasonably accurate for all current disturbances, with the exception of the active pit <br />area. Ernie Black of MPH Consultants, Inc has planimitered the affected lands as represented <br />on the June 25, 1996 map and determined that the total acreage of affected lands is 79.26 <br />acres. One of the conditions of the 1996 permit amendment was that the maximum allowable <br />acreage of affected land is 29. Accordingly, the reclamation cost of $118,534 was based on <br />29 acres of affected land. In response, Mr. Free indicated that he also has concerns with <br />the current mining plan and map. Further, Mr. Free is planning to submit an application for <br />a 4th permit amendment within the next 6 months which will have several changes to both the <br />mining plan and the reclamation plan. I explained to Mr. Free that in the interim the <br />Division will evaluate the extent of current disturbance and verify the adequacy of the <br />$118,534 reclamation cost and bond. The Division is planning to have the reclamation cost <br />reevaluation completed during August, 1997. <br />4. Several of the proposed changes to the mine plan that Mr. Free discussed is the addition <br />of a second large pit, addition of fly ash disposal in an old "trench" area, and expansion <br />of the affected land boundary.
