(Page 21 <br />MINE ID M OR PROSPECTING ID b M-84-108 <br />INSPECTION DATE 03/20/97 IN PECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110 permits. The operato was contacted about the <br />inspection, and a time was arranged to meet at the site. The operator arrived approx 20 minutes after t e inspection commenced, <br />and remained throughout the rest of the inspection. <br />The site is not identified at the entrance by a permit ID sign, though one is required by Construction M terials Rule 3.1 .12. There <br />are no adequate permit boundary markers either. Though there are several features in the proximit to the permit area (e.g., <br />fencelines, river,etc.l, they do not adequately delineate the permit area boundary. There is a map in he permit file, which was <br />consulted by those present at the inspection, but it does not accurately represent the permit boundary. he lack of an accurate map <br />is not noted at this time as a problem. But the lack of an ID si nand the lack of boundar markers is not d as a roblem as shown <br />on a e 1 of this re ort under the to is of "si ns and markers." See the last a e for the corrective ction. The operator must <br />ensure that the permit boundaries which are to be marked onsite match the permit boundaries on the correct map. The present <br />permit size is 9.9 acres. To help the operator verify that the boundaries match, however, a permit maps ould be sent to this office. <br />The site consists of level bench land, probably previously farmed, which lies west of and several feet abo a the Uncompahgre River. <br />The northern end has been mined in the past, but has been inactive so long it has attained a healthy sta d of revegetation grasses, <br />cattails and volunteer cottonwood trees. The pit is 8 feet deep or less, and has stable, vegetated sid slopes. <br />The unmined area south of the pit still contains a couple small stockpiles of gravel ltotal 5,000 cy or I~ssl, which continue to be <br />drawn from. Traces of remnant gravel piles are abundant in this portion, indicating a significant level of ast processing, stockpiling <br />and removal. There are no structures or equipment onsite. The site has been left fairly level. <br />There is presently no topsoil stockpile, nor actually much trace of surface disturbance in the portions f the unmined area where <br />there is no surface gravel. This indicates that no topsoil was stripped prior use of the processing are ,and none will have to be <br />returned. The file shows that the Division identified a concern at the time of the application about extra tillage necessary to loosen <br />the compaction in this processing area, if the soil were not stripped prior to disturbing this area. This inspector feels that, given <br />there is no further work carried out there, the topsoil will still have to be loosened, after the remna t gravel on the surface is <br />removed. This pertains to less than two acres, There are minimal traces of the entrance/access road . <br />The file indicates that the operator has posted a S5,000 bond for this operation. Since the amount of <br />very limited, due to the limited disturbance and reclaimed pit, this amount is considered to be adequt <br />will, however, be recalculated in the future. If an increased bond appears to be required, the figures <br />for review. The amount of site disturbance may change soon, based simply on the fact that there is o <br />stockpiled, and no area of active mining.
