III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield Mine conducted by Jim Stark of <br />CDMG. The mine has ceased operation and has been reclaimed. The weather was <br />warm and overcast and the ground was dry. <br />Availability of Records: All of the required records were available. See the records <br />checklist at the end of the report for more details. Since the mine is closed and there <br />is not someone in the office at all times (and keeping with the requirement of <br />unannounced inspections), EFCI and the Division need to determine a way to have <br />the records available at all times. This will become more critical after the Phase I <br />Bond Release and there is less need for a person on site. <br />Signs and Markers: A!I of the necessary signs were up and in good condition. The <br />sign on the mine entry gate does not have the address of EFCI's new office in <br />Florence. Please add the new office address to the sign. <br />Roads: -The access road to the regraded facilities area was stable and in good <br />condition. The landowner has requested that this road be permitted as permanent <br />with the submittal of MR-46. The Division approved this MR on 1 October 2002. <br />-The haul road to the refuse pile was stable and in good condition. <br />-The road to the Newlin Creek topsoil stockpile was stable and in good condition. <br />-The road to the South Fan was stable and in good condition. <br />Hvdroloaic Balance: -Pond 5 appeared to be dry. The pond was stable and well <br />vegetated. There may still be a small amount of water in the bottom because all of <br />the cattails and vegetation in the bottom of the pond appears to be doing very well. <br />-Pond 4 contained a small amount of water in the bottom. This pond was also stable <br />and well vegetated. <br />-The area that is being regraded where pond 3 was has sediment fence to help <br />control off-site sediment deposition. There is a small portion of the fence that has <br />been knocked down and needs to be put back up. The fence appears to be <br />functioning properly. <br />-There did not appear to have been any flow in the Magpie Creek permanent <br />diversion as a result of the precipitation. <br />-The ditch by the old coal stockpile has been recut (to ensure that runoff from the <br />regraded area flows into pond 5 and not down the access road and off-site without <br />reporting to the pond first). <br />- The culverts running under the access road were all clean and appeared to be <br />functioning properly. <br />-The ditch along the haul road and access road was stable and in good condition. <br />
