Grand Valley Coal Company <br />P.O. Box 70 <br />Loma, CO 81524 <br />McClane Canyon Mine; 12/14/93 Complete oversight inspection <br />I accompanied Erica Crosby, Colorado Division of Minerals and Geology (DMG) <br />on a complete, statistical sample oversight inspection of the McClane Canyon <br />Mine. We completed our field inspection on 12/14 and returned on 12/15 to <br />conclude the inspection. Weather conditions were sunny and cold with snow <br />cover throughout the minesite and ground conditions were frozen. We were <br />accompanied on 12/15 by John Walters of Grand Valley Coal Company <br />(GVCCI. <br />The current permit term is 1 /27/92 through 7/5/96; and the mid-term permit <br />review is to be completed during 1 /94 according to the inspection participants. <br />The mid-term findings were not reviewed as part of this inspection. The <br />following documents/records were found to be current and maintained on the <br />minesite: 11/24/92 Bond in the amount of S 136,000; 3/24/93 Annual <br />Flydrological Report; NPDES Permit CO-0038342 current through 1 /31 /95 with <br />discharge monitoring reports current through 9/30/93 and an 11/18/92 transfer <br />of permit ownership; surface and ground water sampling is current through <br />11/15/93; the sediment pond inspection is current through 9-1-93; liability <br />insurance i~ annually renewed; the sediment pond certification was dated <br />7/20/93 and the haulroad certification dated 6/7/88. There are three small area <br />exemptions approved on site as follows: the office/parking area, the soil <br />stockpile and the rip-rap stockpile. These three areas utilize alternate sediment <br />control practices including diversions/beans and dug-out type sediment basins. <br />There are hydrologic flow calculations contained in the approved permit for <br />these areas based on the 25 yr/24hr. design event. The permit does not <br />specifically state that runoff from these three areas will meet the State and <br />Federal effluent limitations. This requirement was discussed with inspection <br />participants and Mr. Walters is aware of the permittee's responsibility to meet <br />the applicable effluent criteria from runoff at the approved small area <br />exemptions. We also reviewed the USDI/OSMRE Finding of No Significant <br />Impact dated 1/7/93 and the recommendation for approval of the mining plan <br />dated 2/9/93 also from the USDI/OSMRE. We reviewed the original (1980) <br />Environmental Assessment as well as the 11/1985 Environmental Assessment. <br />t appears, as stated on page 4 of the 11 /85 Environmental Assessment, that <br />the original conditions outlined in the 1980 Environmental Assessment have <br />been complied with. We reviewed the conditions during the inspection and <br />determined their compliance. Page 5 of the 11 /85 Environmental Assessment <br />states (under soils) that soil replacement will occurr at a minimum depth <br />
