III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On January ~; 1997 William J. Carter from the Division of Minerals and Ge- <br />ology, accompanied by Mr. Basil R. Bear, performed a partial inspection at <br />Bowie Number 1 Mine. <br />The day was cloudy and cold with continuing snow. The night before it had <br />snowed several inches and all highways in the area were snow packed and <br />icy. <br />Roads• <br />Most of the roads were being continually cleaned during the inspection, and <br />were in good general condition. There were no major problems accessing the <br />areas of the facility due to road conditions. <br />Hydmlof~ic Balance: <br />• According to Mr. Bear, ponds 1 an 2 contain water about 6 inches below <br />the primary drains. Pond three contained some water, but is far below the <br />primary drain ,and pond 4 is dry except for the snow that has fallen in it. <br />• Mr. Basil R. Beaz has repaired some of the leaks in pond two with foam <br />(polyurethane). <br />• Both of the catch basins at the shop level and the crushing yazds are clean <br />and appear to be functioning well. <br />• The West Ridge pond contains some water, but is well below the primary <br />overflow. <br />• Highway stockpile pond is about 5 feet below the top. <br />• The Load Out pond was dry at the time of the inspection. <br />Explosives• <br />The only explosives on the site at this time are caps. Powder was removed i n <br />the summer of 1995, and is brought onto the site by the vendor only when re- <br />quired. <br />Support Facilities: <br />The area behind the shop has been cleaned of all coal waste that had accumu- <br />lated there. The drain is clean and appears to be functioning well. <br />
