s s <br />' (Page 2) <br />MINE ~.y# OR PROSPECTING ID # M-77-136 <br />INSPECTION DATE 7-31-96 INSPECTOR'S INITIALS GSC <br />OBSER_ VATIO ~ <br />This was a pre-operational inspection conducted with the operator's representative, Mr. James <br />Joy of Joy Surveying Company. The permit is currently a 6 acre gravel operation located on <br />a high terrace north of County Road 8. The operator has submitted a Conversion application <br />to increase the acreage to 37.6 acres. <br />The existing operation has been mined since 1967 and the gravel deposit has been mined out. <br />About 500 to 1000 cu. yds of product is stockpiled in the pit area and this is removed for <br />use on county roads on an as needed basis. The operator proposes to expand the site to the <br />west. Mr. Joy pointed out where the permit boundaries have been marked with rebar. The <br />Division requests that more clearly visible markers such as fence posts be used to mark the <br />boundaries. <br />The only permanent man-made structure within 200' of the affected land is a power line owned <br />by the Co-op. The line enters the permit from the northwest. Pursuant to Rule 6.4.19, the <br />operator will need to provide a notarized agreement between the county and the Co-op stating <br />that the county is to provide compensation for any damage to the structure or, if such an <br />agreement is not reached, provide an engineering evaluation that demonstrates that the <br />structure shall not be damaged by mining related activities. <br />Due to pre-law activities, Little topsoil appears to have been salvaged for reclamation. <br />There is a stockpile near the southern tip of the existing permit in the old pre-law <br />processing area which appears to contain topsoil, possibly mixed with gravel. The pile is <br />about 11' high and may contain about 500 to 700 cu. yds. of material. Considering the lack <br />of topsoil on the site, the availability of any salvageable topsoil would greatly improve the <br />re-vegetation success of this site. However, the stockpile may be just outside the converted <br />permit area. The Division recommends that the operator determine if there is appreciable <br />topsoil in the stockpile and, if so, add this area to the proposed expanded permit area. <br />I & E Contact Address <br />NAIiE James W.
