III. COMMENTS -COMPLIANCE - ~ .. -= _ _ . _-__ ~ -__ <br />- .:Below are comments on-the inspections The comments include discussionof'observations made - - <br />- during the inspection. Comments also-describe any enforcement actions taken during the inspection-- =-- <br />and the facts or evidence supporting the enforcemenYaction. - - <br />This was a complete inspection of the Yoast Mine conducted on June 25, 2002 by Mike Boulay <br />of the DMG. Dennis Jones of Seneca Coal Company was present during the entire inspection. <br />Weather conditions were cloudy and warm. Ground conditions at the mine site were dry. <br />Topsoil removal operations were underway in the southwest portion of the Yoast south azea, and <br />coal was being hauled from the mine at the time of the inspection. <br />Availability of Records <br />All required records were on file and available for review at the mine site office. No problems <br />were noted with the records review. Please see the attached Availability of Records checklist. <br />Roads <br />Road ditches along Haul Roads A, B, and D were recently bladed and were well maintained. <br />Road ditches and road drainage runouts were dry. Water trucks were being utilized for dust <br />control purposes along mine site haul roads. <br />Hydrolo¢ic Balance <br />Sedimentation Ponds 010, 011, 012, and 014 were retaining water at the time of the inspection. <br />Ponds 010 and 012 were dischazging small amounts of clear water. Inlets, dischazge structures <br />and embanlanents were in good condition at Ponds 010, 011, 012, and 014. The erosion that had <br />occurred at the inlet to Pond 011 has been repaired since the last inspection. Additional riprap <br />has been placed at the inlet of Pond 011, and the necessary repairs have been completed. <br />Culverts along Haul Road A were cleaz of sediment and debris and functioning as intended. <br />Culverts YB-1 and YB-6 will require maintenance. Culvert YB-1 located south of Pond 010 is <br />plugged with sediment on the outlet side. Culvert YB-6 located beneath Armand Draw was <br />recently cleaned out. This culvert is now approximately one-half full of sediment on the outlet <br />side. SCC may consider excavating below the Culvert YB-1 and YB-6 outlets to improve the <br />grade of the drainage channels at these locations. This will effectively reduce sediment <br />accumulation in and below the culvert outlets. Culvert D-4 inlet is crushed and almost entirely <br />buried with sediment. SCC has stockpiled new culvert at this location. Please continue to <br />maintain culverts and make repairs as needed. <br />
