III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was conducted by Harry Ranney (DMG) at about thirteen hundred hours on <br />the afternoon of February 18, 1997. The photographs were reviewed by William J. Carter (DMG) <br />on Mazch 3, 1997. <br />The West Mine area contained much more snow that the other parts of the mine. <br />Roads: <br />Those roads visible in the photographs appear to have had the snow removed, and to be stable. <br />Hydrologic Balance: <br />• West Pond contained water with some ice. At the time of the photographs the structure <br />appears stable. <br />• Ponds one and two both appear to contain water. Pond two appears to be leaking through <br />the crib wall at the time of the photograph. <br />• The West Mine sedimentation pone appears to contain water with ice covering almost all <br />of the surface. The pond structure appears stable. <br />Topsoil: <br />The three topsoil piles visible in the photographs appear to be stable, and show no signs of <br />erosion. <br />
