III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On November 20, 1996 William J. Carter from the Division of Minerals and <br />Geology, accompanied by Tom Anderson, completed a paztial inspection of <br />Sanborn Creek Mine (Oxbow Carbon and Minerals). <br />Roads• <br />• Due to the muddy conditions it was unsafe to travel up to the Hubbard <br />Creek sites. It was attempted, but due to safety concerns the trip was <br />aborted. <br />• The road to the Bear Creek site was passable enough to enable viewing the <br />area that was fertilized and seeded on October 10 and 11, 1996. <br />• Roads at the Sanborn Creek area were wet, but in good condition. <br />Hpdrolo~ic Balance: <br />• Pond A & B contain water, however both are just below the discharge pipe <br />and are not discharging. <br />• The east yard pond is discharging clean water, but the pump was not dis- <br />charging from the mine at the time of inspection. <br />• Sediment ponds adjacent to the three substations were essentially dry. <br />• Silt fences were working correctly at the time of inspection. <br />• Inlets and outlets to the ponds were functioning properly. <br />• All the culverts were open and functioning properly. <br />ReveQetation• <br />The Bear Creek site appears to be in good condition. Most of the six inches or <br />more of snow had melted before the inspection, but did not cause any notice- <br />able erosion. Oats that were seeded as a covercrop during the summer were i n <br />good condition even after the incorporation of the fertilizer and seed. <br />
