For NPDES site 010, Elk, please explain why there are no listings, on page C-147, for <br />fluoride and magnesium for the first half of 1996 for the semi-annual List A-3? <br />Groundwater <br />Pages 4-247b, 4-247c and 4-247d of the permit application contain the approved groundwater <br />monitoring requirements for frequency of sampling and for required sampling parameters. The <br />ground water elevation data is in Appendix A and the remaining ground water data is located in <br />Appendix B of the 1996 Annual Report. It appears that the ground water sampling frequency and <br />parameter requirements were followed, although the Division has the following concerns: <br />6. For well P-5, on page B-79, the data for laboratory conductivity, TDS and pH are <br />missing. Please explain. <br />On page A-29 of the annual report, the water level elevation for well GP-7 for the fourth <br />quarter is missing. Please provide this data. <br />8. On page B-165 of the annual report, it appears that there is no quarterly nitrite data for <br />well GLUX-1. This parameter is required for List E. Please provide the data or explain <br />the reason for its omission. <br />Water Monitoring Standards Compliance <br />Surface Water <br />In order to assess the record of compliance for Trapper, the following water quality standards <br />information was used: 1) NPDES water quality standazds, 2) receiving stream standazds issued <br />by the Colorado Water Quality Control Commission and 3) material damage suspect levels <br />obtained from "A Description of the Material Damage Assessment Process Pertaining to Alluvial <br />Valley Floors, Surface Water, Ground Water and Subsidence at Coal Mines." <br />There were several exceedences of the NPDES permit compliance levels for TSS and pH. All of <br />these exceedences received the storm exemption, with settleable solids being incompliance. <br />Comments nos. 9 , 10 and 1 I below pertain to the NPDES permit requirements. There were no <br />exceedences of the receiving stream standazds at Trapper for 1996. Question no. 12 pertains to <br />the receiving stream standards data tables. Also, there were no exceedences of the material <br />
