III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />dunng the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division) This former mountaintop removal operation is in <br />the final stages of completing reclamation. The site has achieved a Phase I bond release for <br />most areas. Ground conditions on this day were dry m most areas except north-facing <br />slopes. where snow cover persists. The weather was mild and breezy. <br />Roads <br />The Jeff Canyon haul road was smooth wdh no significant rutting or damage, The lower <br />culvert was clear of sediment and debris The extension of this road through the reclaimed <br />area was also passable but will require more biading and the possible addition of surfacing <br />materials when field conditions allow <br />Hydrologic Balance <br />Ponds at the site held modest amounts of water likely due to recent snow melt. No discharge <br />was observed at pond 6 or pond 7. <br />J <br />Reveaetatlon <br />Sprouting and green-up of existing vegetation was noted on the south-facing slopes of Fill 7 <br />Due to excellent winter moisture, warming of the soil should result in a raped green-up of the <br />reclaimed area. Some wildlife grazing pressure was noted on the fill slopes. <br />
