(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1977-031 <br />INSPECTION DATE 6/10/03 INSPECTOR'S INITIALS ESC <br />OBSBRVATIONS <br />This was an inspection of the McCoy Aggregate Pit conducted by Erica Crosby and Carl Mount <br />of the Division of Minerals and Geology. Daryl Ewing and Carl MacFarlane were present <br />during the inspection. <br />The McCoy Aggregate site is located 4 miles north and 1 mile east of McCoy in Routt <br />County, Colorado. An 112c Mining and Reclamation Permit was issued on December 10, 1981. <br />The permit was amended in 1995 that increased the permit area to 73.7 acres. The <br />postmining land use is rangeland and the Division holds a financial warranty in the amount <br />of $187,000.00. <br />The McCoy site is currently being mined for scoria rock. The permit area consists of a <br />cinder cone surrounded by a rail spur around the lower perimeter. The lower bench <br />consists of office trailers, parking areas, stockpiles and processing facilities. The <br />cinder cone is mined in different locations depending on the desired color of rock. The <br />cone consists of various shades of reds, browns and blacks. The excavated cinder cone <br />varies in height from 120 to 140 feet. The burgundy and black scoria rock is pushed down <br />the hill where it is sorted, crushed and screened. All other material is pushed out of <br />the way. <br />A number of large ash piles (or fines) were observed throughout the site. It was stated <br />that approximately 40 tons of fines per hour is produced for 15 tons of 1'/~" rock and 3/8" <br />-3/4" road material. In some cases, the product to fines ratio is 50:50. Some of the <br />fines are sold to Dotsero Eor production of cinderblocks, but the majority is stockpiled <br />as a waste product. Fines are considered in the range of 5/16" to 0. <br />The approved permit assumes that the McCoy Cinder Pit deposit will be completely mined out <br />at the time of reclamation leaving a final grade that "is anticipated to be approximately <br />flat". Based on the large quantity of overburden waste rock and fines, the reclamation <br />plan for a "flat surface" cannot be achieved. Therefore, the operator will need to submit <br />a revised mining and reclamation plan addressing the excess waste rock and fines generated <br />from the site. Specifically, the operator will need to quantify the amount of waste rock <br />and fines generated during the life of the operation, how the material will be stored and <br />reclaimed to achieve the approved postmining land use of rangeland, and further describe <br />the nature and location of topsoil material to be used for reclamation. The revised <br />reclamation plan must be submitted by September 1, 2003. Please see page 3 for further <br />detail. <br />A mine sign was posted at the entrance to the site. The Division was unable to locate <br />permit boundary markers as required by Rule 3.1.12 of the Construction Materials Rules and <br />Regulations.
