<br />Questions Pertaining to the Waste Banks Review <br />(2/27/97 draft) <br />• How was the Waste Bank topic selected for the FY 1997 oversight review? <br />• Under the Sample Population section, on page A-8 of the Agreement, it is stated that '"I'he <br />sites were selected based on the size and status of their coal mine waste banks." What was <br />the "size and status" criteria that was used to select sample sites? <br />• Given the Measurement provisions on page A-7 of the Agreement, what specific items will <br />be reviewed and evaluated? How will the information be obtained? The information attached <br />describes the type of information and recording format that could be used during field <br />reviews. <br />• Does DMG anticipate requesting any inspection assistance from the Tech Team?; if so, what <br />inspection duties are anticipated?; if not, what role will the OSM Tech Team have during the <br />field reviews? <br />• For the purposes of this review, what is the de5nition of an off-site impact? How will off-site <br />impacts be determined? How will the significance ofoff--site impacts be evaluated? (Note that <br />in previous team meetings it has been suggested that the term "off-site" refers to any azea <br />outside the "disturbed" area; yet, the way to determine the disturbed azea isn't cleaz. Does <br />DMG have any suggestions on how to identify disturbed azeas?) <br />For each coal-mine-waste site, what permit exhibits must be reviewed? (It is recommended <br />that DMG prepare a list of permit exhibits for reference and identify the specific features that <br />will be evaluated in the field.) <br />What is the schedule for conducting field reviews? Who will be present during the field <br />evaluations? <br />The Tech Team plans to produce a trip report for each mine site, and an overall report that <br />summarizes the review findings. What would be the best way to have the reports reviewed <br />by DMG before they go fmal? <br />Note: It is recommended that the special focus reviews report fmdings based on a single point in <br />time, which would probably be the time of the site visits. No pending permit actions would <br />be considered during Held evaluations, although proposed actions could be part of a solution <br />to any problems identified in the field. <br />
