This permit area ie located about one mile south <br />also permitted to the same operator), though this fact was <br />the inspection trip. This inspection was not scheduled, <br />opportunity of this inspector being at the location. The <br />permit area is an unusual shape, and it is recommended that the operator ensure that all <br />corners are adequately marked, to help avoid operating outside the permit boundary. The <br />separate phases were not marked. <br />This is a 112 permit, whose approved mining plan is for 13 separate phases, and a defined <br />number of acres of disturbance. Mining is et ill in the early stages of the plan, which ie <br />in the southeast end of the permit. Disturbance consisted of several large piles of <br />material, possibly overburden or growth medium, and the pit itself. There were a couple <br />piles of screened product in the pit. The overburden/growth medium piles were vegetated and <br />stable. <br />The pit was 20-plus feet deep, and about 4 acres in size. Some of the highwalls were <br />vertical, and presumably unstable. Sloughed material will not leave the site as sediment, <br />nor does it appear the site is accessible to livestock. The instability ie not regarded as <br />a problem, but should be monitored as a safety issue to those operating at the site. <br />Because of the complexity of the phases of the approved mining and reclamation plane, and the <br />operator's commitment to those phases, future reporting in the annual reports should include <br />statements not only of scree affected (mined or reclaimed) per year, but also describe which <br />phases are involved. Indicating these facts on a map is important too.
