(Page 2) <br />MINE ID # OR PROSPECTING ID # M-99-069 <br />INSPECTION DATE 08/06/99 INSPECTOR'S INITIALS ESC <br />OBSERVATIONS <br />This was a pre-operation inspection of the Wagner/Kauffman Pit #3 conducted by Erica Crosby <br />and Harry Posey of the Colorado Division of Minerals and Geology. Mike Sherman of the <br />Division of Wildlife conducted a joint inspection with the Division. Frank & Mary Kauffman <br />of Jake Kauffman & Sons, and Pamela Acre of Tuttle Applegate were present during the <br />inspection. Weather conditions on site were clear warm. Ground conditions were muddy due to <br />recent thunderstorms. <br />Jake Kauffman & Sons, Inc. filed a new 112 Construction Materials Application with the <br />Division on June 15, 1999. The applicant proposes to mine sand and gravel from a 232.5 permit <br />area. The Division's decision due date is set for September 15, 1999. <br />The mine site is located 1 34 miles southeast of Loveland in Larimer County, Colorado. The <br />site is directly north of the Big Thompson River. The site is located on two properties. Jake <br />Kauffman ~ Sons, Inc. owns the west half of the permit, and Flying W. Ranch Loveland, LLC. <br />owns the east half of the permit. The site is nearly surrounded by existing mining <br />operations; Permit M-93-024 to the west, M-78-327 to the south, M-85-216 and M-80-236 to the <br />north. A mine notification sign was posted at the entrance to the site, identifying the <br />filing of a new application. <br />The west half of the permit area consists of old lime-settling basins used by the Great <br />Western Sugar Beet Company. The applicant proposes to dispose of the old lime material into <br />the pit when mining is complete. The old lime overburden would be in contact with the <br />alluvial groundwater. The Division inspected a cross-section of the old lime material located <br />in the adjacent gravel pit. The depth of the lime is not uniform but ranges from 2 feet to <br />3 feet. The material consistency is very fine and prone to wind and water erosion. <br />The applicant provided the Division with two surface water analysis during the inspection, <br />one sample from the Colorado State University and the other a copy of the NPDES report. Both <br />samples were taken where surface water was in contact with the lime material. The pH ranges <br />between 7.55 and 7.83. The applicant agreed to do a paste pH on a grab sample of the <br />material from the active mining Kauffman Pit to determine the pH. This analysis should help <br />determine if the material is lime or limestone. <br />The Division of Wildlife had no immediate concerns regarding the application.
