III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />SIGNS AND MARKERS <br />Signs and mazkers off State Highway 131 and Routt County Road (RCR) 179 were in place and in <br />good repair. The permit number on the permit identification sign off of RCR 44Z is not legible. The <br />permanent cessation portion of the sign is in excellent condition. <br />ROADS <br />Roads were in good repair. As reported in previous inspections, the main access road to the Oak Creek <br />facilities area has been interdicted by a repaired railroad crossing. Barrier poles are still in place. <br />The gate on the North Haul Road is becoming difficult to open. <br />There was some sand and rocks at the inlet of Culvert E-12. Maintenance is schedule in the 2007 <br />maintenance plan. <br />HYDROLOGIC BALANCE <br />There was a small amount of overland flow, and discharges from spoil springs, on the site. Although <br />no flow was observed between them, check dams 9 through 21 contained water. There was a dischazge <br />of 1 gallon/10 seconds (measured) from the West Ridge Pond [6 gallons/minute (gpm), 0.01 cubic feet <br />per second (cfs)]. There was a dischazge of 1 gallon/2 seconds (measured) at the Center Ridge Pond <br />(30 gallons/minute, 0.07 cfs). Flow through the flume was 0.5 cfs (0.15 foot on the flume gage, 225 <br />gpm). There was an estimated 1 gallon per 4 seconds (15 gpm, 0.03 cfs) discharge from the Moffat <br />Area Pond. <br />SUPPORT FACILITIES <br />A permanent office building, associated facilities, and parking area remains on site. These facilities <br />have not attained bond release. There was no sign of change in condition. <br />Drainage ways were in good repair. The check dam spillways of the chain of pearls drainage feature <br />were in good shape. <br />All sediment pond embankments and discharge structures were in good repair. Vegetation still needs to <br />be cleared from the West Ridge Pond embankment neaz the primary spillway. Removal is scheduled in <br />the 2007 maintenance plan.
