III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On September 75, 1992 a partial inspection was conducted at the CYVCC, Eckman <br />Park Mine and Mines #1 & #2. Present during the inspection was Marcus Middleton <br />and myself, Randy Price. The weather was clear and warm. <br />Ditch D-1 was inspected. This ditch has had considerable work done on it to <br />achieve a gradient that would prevent water from ponding. A grader could not <br />be used to construct this ditch so a backhoe was used. The ditch was <br />constructed with a .5~ grade. A backhoe, unlike graders, can not make a smooth <br />cut. This ditch however, appears well constructed and may only have minor <br />ponding of only a few inches during precipitation events. The culvert located <br />down gradient of the ditch (below the spill area) was reinstalled 2.5 feet lower <br />to increase the grade on this ditch. <br />A tour was taken of some of the reclaimed areas. No problems were noted. <br />Pond A was inspected, At the time of the inspection a flume was being installed. <br />A temporary containment and pump was installed before the flume to divert the <br />water around the construction area. Abase was being prepared for the flume of <br />tamped earth. The new flume will be a Parshall. The recording device for this <br />flume will not be a Steven's recorder but will be a computerized device that uses <br />a transducer to measure water pressure and can store up to 6 months worth of <br />data. <br />The dragline is still on site. The mine has not found a buyer. They may <br />eventually sell it as parts. <br />No problems were noted during this inspection. <br />
