" <br />We feel that the Office's azbitrazy interpretation of what they insist must be an amendment instead <br />of a technical revision is unjustified by the cleaz intent of the Rules and Regulations and intent of <br />The Mined Reclamation Act. Such misinterpretation puts an extreme hazdship upon the operator to <br />re-start all the repetitive application procedures and notices.
