III. COMMENTS-COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This permit is in temporary cessation. There is no operational, other than maintenance, activity at the site. Hydrologic Balance There was a seep dischazge from Sedimentation Pond 1. There appeared to be a space about the gate valve, but there was no flow from this potential source. The source of flow may be a deteriorated primary spillway barrel. The dischazge was measured as 1 pint in 2'/z minutes (0.05 gal/minute, 0.0001 cu ft/sec). There was no dischazge from Pond 2. Backfill and Grading All backfilling and grading requirements, except for that during construction of the water line, are associated with long-term facilities. There has been no other such reclamation to date. Sunnort Facilities Structures, other than the sedimentation ponds and ditches, aze in disrepair. Some structures have been vandalized. Temporary repairs have been made. The barrel of the primary spillway of Pond 1 appeazs to be rusting out. General Mine Plan Compliance No permitted work to covert the site from aload-out to a load-in facility had been accomplished. Reve etg ation There is no part of the disturbed area, other than buried pipelines, that has been revegetated in accordance with the reclamation plan. Temporary vegetation protects un-reclaimed disturbed areas and topsoil piles. Air Resource Protection The site is stable with regazd to air protection. There is no dust-generating activity at the site. Slides and Damage See Support Facilities There is a stabilized slide, recorded in May 2000, not inspected during this inspection, at a cut on the railroad spur.
