• (Page 21 • <br />MINE ID # OR PROSPECTING ID # M-84-025 <br />INSPECTION DATE 3/17/99 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110 Construction Mater+al permits. The operator <br />was contacted about the inspection and was present at the beginning of the inspection. <br />After walking the affected area and discussing reclamation, an attempt was made to jointly loc to the permit boundary <br />markers, but with no success. Markers were found but all seemed to be for surveys of the entire roperty boundary and/or <br />new fencelines. An adequate permit ID sign was observed posted on the entrance gate post. Si ce the ermit boundar <br />corrective action date. <br />The permit area is a rectangle encompassing 9.47 acres. A county road passes diagonally throw h the NW corner of the <br />permit area. The county road and a small parcel of land across the road to the NW appear to be i cluded in the permitted <br />land. This NW corner of the permit area exhibits signs of mining in the past, but that area is now f nced to prevent access <br />and there is no sign of recent disturbance. That area may not require any additional reclamatio . <br />The site contains no mining equipment, and has not been actively mined in several years. <br />The currently affected area consists of a fairly level processing and stockpiling area just inside the ate to the S and E, and <br />a shallow pit farther to the S. The stockpile and processing area is gravel covered and/or asp alt paved on its entire <br />surface. A few small stockpiles of gravel are located on the E edge of the area, and a large pile of natural fines" is located <br />on the W edge. This large pile may contain upwards of 10,000 cubic yards. The operator sta ed that this material is <br />produced through onsite processing, and being "reject" material, will remain onsite. It will provi a valuable backfill, and <br />may even be useful as a growth medium with or instead of soil. <br />The pit is located toward the S end of the affected area. The pit floor ranges in depth from abo 4 deep on the E to 10 <br />feet deep on the S and W. Ii daylights on the N end. The highwalls are at 1:1 slopes or steeper Much of the E and W <br />edges of the pit are flanked by berms of topsoil. The volume of these stockpiles was not esti ated. Additional areas <br />adjacent to the S end of the pit exhibit recent stripping, probably in preparation of upcoming mini This S end of the pit <br />and stripped area reaches nearly to a new fence, which runs roughly east-west. There is a small amount of debris in the <br />pit. <br />After the operator departed from the site, this inspector measured the perimeter of the site, notin all pertinent onsite and <br />offsite features. These notes and measurements were used to draw a sketch map of the site. T e sketch ma does not <br />resemble the recent) Submit ed annual re ort ma s nor the initial ma s submitted with the ermit lication. In fact, the <br />sketch was overlaid on one of the early maps, and a si nificant amount of offsite disturbance is )earl indicated. This <br />and as required by Rule 6.3.5. See the last paae for the corrective action date. <br />The financial warranty was recalculated several years ago, and it is nearly time to again estimata~ the reclamation costs. <br />The costs might be influenced by a future Board order to reclaim or amend the permit, so recalculating the bond will be <br />Possible corrective actions to be completed to bring this pit into compliance may include immediat ly reclaiming all offsite <br />disturbance, or to convert the existing 110 permit to a 112 permit which includes all mining distu bance. Please contact <br />this inspector at the number below before initiating any actions. <br />
