III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Two trucks, a loader, grader and a <br />dozer were backfilling the prt. A rough calculation shuwed that 'L trucks with a <br />capacity of 25 yds` each, a turn around time of 5 minutes, the pit would be frlling <br />at a rate of about 600,000 yds' a yeat•. t,eorge Patterson estrmated that the <br />overburden pile contained 5.7 millon yds. <br />fhe loadout was inspected during the morning of the 18th. Bill Skialia a~as preacnt <br />during this inspection. The perimeter of the loadout was walked. Berms were intact <br />and working. Monitoring wells appeared capped and in good condition. The small <br />25' by 10' pad that extends the permit area just west of the loadout structure <br />appears to have been just cleaned. The berms on this odd should be built uu <br />sli>;htly to areveut any runoff from leavin>; this disturbed area. <br />'fhe loadout sediment pond appeared to be working efi'ectively anu cuu~erts were <br />clear. 1'he fuel spill retention area was clean and appeared to be well designed. <br />'Che transformers were not marked with yellow or blue PCB stickurs. c;eorgu <br />Patterson said that the transformers had been tested and were negative for PCBs. <br />Ye_rmit Defects <br />Two 121 nermittin~ defects were noted. The rosd from the County road 1-1 to the <br />loadout was not included in the~et_mit areas nor was_the mine access road from <br />Jaclaon_ County road 12 to the mine gate. The.ope ratur !n~as _notified irl_a letterpi' <br />s~arate cover of this problem and wr~s given 30 des to_submit_a. technical <br />revision to permit these areas. <br />N_UV C-92-0.11 <br />The sediment control systems for ponds U and B were inspected and p,•obletns <br />were noted. Problems were also noted with the access road drarnsge. These <br />problems resulted in the issuance of \UV C-52-U11. Tite notice of violation is <br />attached to this report. <br />1) 'ihere are 2 culverts running under the access road Lo pund U. the <br />12 inch cuh~ert was 11" full of sedrment at the outlet and the 36 tech <br />culvert had about 8" sediment blocking the outlet. '[here cu lverts were <br />designed to pass a flow of 35 CH'S. In the ir present condition they would <br />not pass this flow. The proolem t,as cause by sediment settling out in Che <br />ilat area below the culvert outlet, forming a delta and backing up into the <br />cuhert. This nroblem could be remedied by re~radin~ the ditch from <br />culverts to the pond to take out the flat area or by creating a dugout <br />sediment trap at the culvert outlet. <br />2 <br />
