III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca R Mine conducted on December 12, 2002 by Mike <br />Boulay of the DMG. Robert Shevling of Seneca Coal Company (SCC) was present during the <br />inspection. Weather conditions were cold and snowing. The entire mine site was snow covered <br />and there was no activity at the site during this inspection. <br />Availability of Records <br />All required records were on file and available for review at the Seneca II Mine office. Please <br />see the attached records checklist at the end of this inspection report. <br />Roads <br />None of the mine site roads had been recently bladed or plowed, and most of the site was not <br />accessible due to snow packed and icy road conditions. Road El was the only passable road at <br />the time of the inspection. Road El was accessible up to the location of Stock Tank T-32. The <br />upper Wolf Creek Area could not be accessed due to drifted snow and poor visibility. <br />H~drolo~ic Balance <br />Site sedimentation ponds 002, 003, and the Truck Wash Ponds were inspected. The surface of <br />Ponds 002 and 003 were partially frozen. Both of these ponds were neazly full, but neither were <br />discharging. The Truck Wash Ponds were retaining water but not dischazging. The Pecoco Pond <br />was viewed from above on Road El. This pond was mostly frozen over and was holding water <br />up to the approximate level of the primary spillway. No problems were noted at any of these <br />pond locations. <br />Su~uort Facilities <br />-The two~neyazds anic f~-fact tt~l' ies area were tfie only locations that had been cleazed of snow. <br />Perimeter areas at these site locations were well maintained and no problems were noted during <br />this inspection. <br />
