III. COMMENTS -COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. This was a complete inspection of the Seneca R Mine conducted on December 12, 2002 by Mike Boulay of the DMG. Robert Shevling of Seneca Coal Company (SCC) was present during the inspection. Weather conditions were cold and snowing. The entire mine site was snow covered and there was no activity at the site during this inspection. Availability of Records All required records were on file and available for review at the Seneca II Mine office. Please see the attached records checklist at the end of this inspection report. Roads None of the mine site roads had been recently bladed or plowed, and most of the site was not accessible due to snow packed and icy road conditions. Road El was the only passable road at the time of the inspection. Road El was accessible up to the location of Stock Tank T-32. The upper Wolf Creek Area could not be accessed due to drifted snow and poor visibility. H~drolo~ic Balance Site sedimentation ponds 002, 003, and the Truck Wash Ponds were inspected. The surface of Ponds 002 and 003 were partially frozen. Both of these ponds were neazly full, but neither were discharging. The Truck Wash Ponds were retaining water but not dischazging. The Pecoco Pond was viewed from above on Road El. This pond was mostly frozen over and was holding water up to the approximate level of the primary spillway. No problems were noted at any of these pond locations. Su~uort Facilities -The two~neyazds anic f~-fact tt~l' ies area were tfie only locations that had been cleazed of snow. Perimeter areas at these site locations were well maintained and no problems were noted during this inspection.
