III. COMMENTS COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Conments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology. Janet Binns and Deb Gonima of CDMG were also present for the inspection. <br />The main purpose of the inspection was to collect vegetation data on the reclaimed area of <br />the mine. Data collection occurred on the afternoon of July 30, 2002 and all day July 31, <br />2002. The Rimrock Mine consists of approximately seven acres of reclamation. The 2002 <br />growing season is the ninth year following reseeding. Ground conditions were dry and the <br />weather was hot. Rain fell at the site on July 29 during an early afternoon thunderstorm. <br />Hydrologic Balance <br />The single sediment pond at the site held a small amount of water. Debris left a discernable <br />high water mark above the tickle tube indicated the pond discharged during the previous <br />day's storm event. Water levels had already receded due to infiltration some two-three feet <br />below the trickle tube. The pond embankment appeared stable and spillways were found in <br />good condition. <br />Revegetation <br />Twenty-five meter transects were laid out randomly on the reclaimed area. The start and <br />end points of each transect were marked with pin flags. Cover data was collected at 5 meter <br />intervals along the transect using a ten point optical laser, resulting in 50 cover points per <br />transect. Live vegetation was recorded by species. Litter, rock, and bare hits were also <br />recorded. Y< meter production plots were centered at each pin flag location following <br />collection of cover data. This years growing season plant growth was clipped at ground level <br />and deposited in a paper sack labeled by transect number. <br />Sample adequacy for cover was not achieved after collection of 20 transects. Therefore, <br />seven more transects were randomly located and cover data was collected, resulting in a <br />total of 27 transects for cover and 40 production samples for the entire site. Data <br />calculations regarding cover data were not complete at the time this report was written. <br />Production data will be oven dried prior to recording weight. However, field wet weights were <br />measured and ranged from .2 ounces to 2.95 ounces per'/ meter plot, with a mean of .8 <br />ounces and a median wet weight of .7 ounces. This results in a production of 810 lbs./acre <br />mean wet weight and 708 lbs./acre median wet weight. <br />Vegetation data will be reported following tabulation in a separate report. Overall, the site <br />appeared in good condition for the summer season. <br />3 <br />
