z <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Gulch Mine for the month of May, 1997. <br />Hvdrolo9ic Balance: The pond had water in it but was not discharging. No acid mine drainage from <br />the old Victory Portal # 3 was seen at this time. The "upper pond" had water in it and someone had <br />thrown a dead elk near the pond edge. Ditches appeared stable except where Firehawk Construction <br />has changed the course of Coal Gulch creek around their property and offsite to combine with the <br />state highway road drainage. <br />Reclamation Success: The vegetation is doing very well so far this year, but it is too early in the year <br />for this inspector to identify all the species growing at the mine site. <br />
