III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspecfion. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This aerial inspection was flown do February 7, 2003. There were no compliance <br />problems that were observed during the overflight. The digital images were examined on <br />Februazy 14, 2003. There was scattered snow cover azound the mine site. The higher <br />elevations had more snow cover than that at the lower elevations. <br />Facilities <br />~~ <br />The paved haul road was cleaz of snow and appeared tb be. in very good condition. The <br />guazdrail was installed. The gob pile haul road and the access road from the portal bench <br />to the water tank bench were also clear of snow and both roads appeazed to be passable. <br />There was a small amount of stockpiled coal on the portal bench and a moderate amount <br />of coal on the coal stockpile bench at the bottom of the hill. No coal haul trucks were on <br />the main haul road. The highway along the mine site appeazed to be clean of coal dust. A- -.... - . <br />unit train was being loaded and there were no signs of fugitive dust. <br />There were no problems observed with any of the facilities structures. <br />Hydrolo¢y <br />There was some snow and melt water in Pond B, but it did not appear that the water level <br />was close to the discharge level. The water level in Pond C was near the dischazge level. <br />Pond D appeared to be neazly dry, with only a small amount of snow in it. <br />Slope Stability <br />There were no signs of slope stability problems with any of the cut and fill slopes. <br />Gob Pi e <br />The top of the gob pile. was graded and no snow or ponded water was visible on the <br />surface. <br />c:\word\bowie2\insp0203B <br />
