III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a complete inspection of the New Horizon Mine for the month of February, 1998. The
mine recently received a small amount of snow but this had melted off prior to the inspection.
AVAILABILITY OF RECORDS: Records were inspected and found to be complete and
satisfactory. See page 5 of this report for more details.
HYDROLOGIC BALANCE: Mine 1 : Ponds 1 and 6 had water in them but only 1 was discharging
as normal, all other ponds were dry. All ditches and culverts are functioning as designed. Mine
2: Pond 7 was determined to have a leak in it due to differential settling. The water is seeping
through the ground and discharging back into the open coal pit. The mine is determining the
best way in which to solve the problem. There are no impacts to the hydrologic balance due to
this "inconvenience". All ditches and culverts were clear and capable of functioning as designed.
BACKFILL & GRADING: B & G was in progress as is normal.
EXPLOSIVES: Records were complete, accurate, and up to date. 1998's blasting scheduled
needs to be published and mailed out in the next month.
TOPSOIL: Topsoil was being laid down and spread from the active topsoil removal campaign that
just concluded. Topsoil depths were adequately being achieved as was evidenced by survey
stakes.
RECLAMATION SUCCESS: Vegetation continues to do well. The Rice tract area was being
grazed by cattle which should aid in next years growth when the site is harrowed.
