• (Page 21 • <br />MINE ID Jt OR PROSPECTING ID aX M-1987-143 <br />INSPECTION DATE 6129/00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Hard Rock and Metals 110 permits. The operator <br />was contacted about the inspection but was not present for the inspection. <br />During the inspection the various slopes, features and structures were assessed, and estimates were made of the amounts <br />and types of materials present, to enable the Division to update its reclamation bond calculations. There is an existing bond <br />of 52,800. The Division's permit monitoring program requires that bonds be periodically recalculated. The updated figures <br />will be sent to the operator soon, under separate cover. The operator is reminded that any clean-up or other work <br />performed toward the specifications of the approved final reclamation plan, will act to reduce the required bond amount. <br />All work thus performed should be communicated to this office. <br />The entrance gate to the site, at the county road, has a sign noting the name of the site ("Gold Links"I. The sign is not <br />truly a permit ID sign, according to the standards specified in Rule 3.1.12, since it does not include the permit number or <br />a statement that "a permit has been issued by the Mined Land Reclamation Board for this operation." Though the lack of <br />the other required information on the sign is not noted as a problem in this report, the operator should post a complete and <br />adequate sign while the site is accessible this season. <br />The site still contains several wood and metal structures, several old ore cars, mine track outside the portal, fuel tanks, <br />and piles of mainly metal debris, pipe and parts. All this is located fairly near the portal, which is still covered with a timber <br />shed and closed by a locked steel door. A section of the old timber-cribbed dump has failed, and appears as though further <br />timbers or fill could fall soon. <br />The downstream portion of the permit area still contains a dilapidated mill structure and a historic tailings dump. These <br />latter features in the lower portion of the permit area have not been disturbed by the operator. A small area adjacent to <br />the stream channel, where several oil barrels were picked up, appears to be oil-free but still contains the pile of timber <br />debris which should be removed or burned. <br />The portal in the permit area still discharges a significant flow of water. The land above the buried discharge line appears <br />stable, with no apparent settling or erosion. Some natural revegetation is occurring on that area. <br />The Division's bond recalculation will include all clean-up, closure, removal, demolition, disposal, grading and revegetation <br />felt to be needed to stabilize the site, in conformance with the approved reclamation plan. At this time, the present bond <br />is felt to be too low, but until detailed figures are sent to the operator, the topic of the bond will not be noted as a problem. <br />There were no other items and no problems noted during this inspection.
