<br />[II. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />ouservations rnaae during the inspection. Comments also descriue any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On June 9, 1993 a complete inspection was conducted at the Apex No. 2 Mine. <br />A mine representative was not present. This mine was reclaimed this past <br />Fall. Conditions during the inspection were dry. The grass on the reclamation <br />was greening up. <br />Records were checked at the Routt County Courthouse. The records were up <br />to date and complete. <br />The site inspection of the mine was video taped to record the reclamation and <br />existing conditions. Since the last inspection, much work has been done on the <br />drainage control system. The culvert that ran under the county road was <br />cleaned. <br />The jute mat placed to stabilize the backfill slope from erosion was not <br />working well in the ephemeral channel. The upslope edge of the mat allowed <br />water to run underneath. The ephemeral channel will need stabilization. <br />Additional grass seed should be at the bottom of the channel to help anchor <br />the mat to the ground. A ditch alone the county road should be excavate. <br />Previously there wasn't a ditch here because the ephemeral drainage was <br />routed around the office trailer and joined the county road further to the <br />north. <br />The backfilled slope at the location of the former office trailer showed some <br />instability since the placement of the jute mat. The exceptionally wet spring <br />had saturated portions of the fill and caused a small rotational failure. <br />Mitigative measures were to drive 10 or so 2X4s' through the slump into the <br />old cut slope. These were placed last month and were noted during the <br />previous inspection. The vertical 2X4s' have not moved since they were placed <br />and it appears that the slope has stabilized. <br />The small explosive storage bunked must reclaimed. <br />The bins left after the auction along the county road were still there. Sunland <br />them or haul them off. The two mine cars and propane storage tanks must <br />also be removed. <br />Apex June 9, 1993 <br />
