Roliings, 370, OSM <br />Harry Ranney, Colorado Division of Minerals and Geology (DMG) <br />Ross Gubka, WFC <br />This was a complete, random sample, oversight inspection. The last oversight <br />inspection conducted was on 8/13/92. <br />The DMG permit was issued 5/26/93 and expires 5/26/98. There are 646.5 <br />acres permitted. NPDES permit, CO-0000213, expires 9/30/94. DMR's are <br />current and have been submitted through the second quarter of 1994. liability <br />insurance is for the New Horizon Mine tlnly and expires 1/1/95. <br />661 acres are bonded for S1,550,000, VAN 92-2142. 14.2 acres were <br />granted a phase 3 release. This acreage is the current Montrose County landfill. <br />There are 275 acres that have been disturbed by mining activities. 83 of these <br />acres is the disturbance from the active New Horizon II Mine, the remainder are <br />from the old Peabody Coal Company New Horizon Mine. <br />Pond 7 was certified 8/18/93 and ponds 1, 2, 3, 4, 5, and 6 were certified <br />5/10/94. The ponds were last inspected 7/11/94. The haul road was certified <br />10/6/93. Blasting records were current. WFC had not been recording pounds <br />of explosives per hole until the first part of August; records generated since this <br />time contain the information. <br />Pond 1 that receives runoff from the Rice Tract, among other disturbed areas, is <br />a continuous discharging pond. Water quality was reviewed from the records <br />and I did not observe any pattern of problems. The water discharging from the <br />pond during the inspection appeared clear. Cattail and other riparian species <br />appeared well established at the outlet. Pond 7 is also a continuous discharging <br />pond. This pond receives water from the active mining area, office area, etc. <br />No problems were observed with the discharge from this pond either. Ponds 2, <br />3, and 4 were dry. These ponds receive runoff from a small knob Peabody Coal <br />Company disturbed. The knob had been mined once, tfien Peabody Coal <br />Company stripped the topsoil off of the area again with plans to remine the <br />knob for a second seam.
